Jean Schaffer

Chief, Enterprise Connectivity & Specialized IT Services, NSA


Jean Schaffer is the Chief of the Enterprise Connectivity & Specialized IT Services group at the National Security Agency/Central Security Service (NSA/CSS). In that role she manages the global network infrastructure supporting NSA/CSS’s tactical, enterprise, business, and mission systems. She has extensive knowledge of information and security technologies and a proven record of implementing those technologies in large enterprises.

Prior to her current assignment, Jean served as the NSA/CSS Authorizing Official, the information technology risk manager for all IT systems, where she balanced the operational and economic costs of IT protective measures against the requirements for mission accomplishment. In addition, she established the security policies, processes, and procedures for NSA's IT certification and accreditation. She was also Director of the National Information Assurance Partnership and Common Criteria Evaluation and Validation Scheme where she led the national government effort to standardize security evaluations of IT products. She has held numerous other management and leadership roles within the NSA/CSS's Information Assurance Directorate, Signals Intelligence Directorate, and its Research and Engineering groups.

Jean holds a Master of Science Degree in National Resource Strategy from the Industrial College of the Armed forces, National Defense University; a Master of Science Degree in Computer Science from the Johns Hopkins University; and a Bachelor of Science Degree from Louisiana State University.
