Roger W. Baker, Assistant Secretary &, Chief Information Officer, Dept. of Veterans Affairs

Roger W. BakerRoger W. Baker was nominated by President Obama to serve as the Assistant Secretary for Information and Technology for the Department of Veterans Affairs and subsequently confirmed by the Senate on May 18, 2009. As Assistant Secretary, Mr. Baker serves as the Chief Information Officer (CIO) for the Department, directly managing an organization of over 6,500 information technology (IT) professionals and a budget of over $2.5 billion.

Prior to his appointment, Mr. Baker was most recently President and Chief Executive Officer of Dataline LLC, a mid-sized IT services and integration company based in Norfolk, Va. Prior to joining Dataline, Mr. Baker was CIO at General Dynamics Information Technology, and Executive Vice President and general manager of the Telecommunications and Information Assurance business group for CACI International.

From 1998 to 2001, Mr. Baker was the CIO at the U.S. Department of Commerce, where he led efforts to convert old systems and processes to e-commerce, improve technology management, reduce costs, and create the Federal CIO position.

Prior to his federal service, Mr. Baker had a successful career in high technology, helping to grow and sell three software/Internet companies. He served as the Chief Operating Officer (COO) of BlueGill Technologies, a market leader in Internet Bill Presentment; as Vice President of Engineering and Operations at VISA International, where he was responsible for the creation and operation of the VISA Interactive Banking System; and as Vice President of Consulting and Services for Verdix Corporation.

Mr. Baker has a Bachelor of Science degree in Computer Science and a Masters in Business Administration, both from the University of Michigan.


Vance Hitch, CIO, Justice Department

Vance HitchMr. Hitch serves as the Chief Information Officer for the Department of Justice.

Mr. Hitch is responsible for leading and implementing the effective and efficient acquisition and management of IT across the DOJ. He manages the $2.1 billion IT program, overseeing management, acquisition, and integration of the DOJ’s information resources. His oversight includes strategic planning, policy, capital planning, systems development, telecommunications, information security data management, enterprise architecture, e-government, and user computing.

Mr. Hitch has 28 years of experience in leading government organizations successfully through major change initiatives. His recent projects included the development of the IT Strategic Plan for the State of Maryland and a comprehensive re-engineering and automation of the City of Philadelphia’s Records Department. Mr. Hitch has previously worked in many government agencies, including the State Dept., DoD and CIA. He holds a Masters of Systems Management from George Washington University and a Bachelor of Science in Physics from Muhlenberg College. Mr. Hitch attained the rank of Lieutenant while serving in the U.S. Navy.


Mike Krieger, CIO, Army

Mike KriegerMr. Krieger is the Chief Information Officer of the Army. As CIO, Mr. Krieger provides architecture, governance, portfolio management, strategy, C4IT acquisition oversight and operational capabilities to enable joint expeditionary net-centric information dominance for the Army. He is a Senior Executive with broad experience in Information Management and IT.

He was previously the Principal Director for the Deputy CIO of the DoD. He formerly held the positions of DCIO and Director for Information Policy and Integration in the Office of the DoD CIO.

Mr. Krieger served in the Army for 25 years with operational assignments in communications, and command and control. He holds a Bachelor of the Arts degree from the United States Military Academy, a Master of Science in Physics from Georgia Institute of Technology and a Master of Science in National Security Strategy from the National Defense University.

Roberta Stempfley DHS National Cybersecurity Division Director

Roberta StempfleyMs. Stempfley is the director of the National Cybersecurity Division at DHS, where she is responsible for spearheading collaboration between DHS and the private sector. This includes deploying a cyber risk management program and building a national response system.

Ms. Stempfley previously served as the Defense Information Systems Agency CIO and the Vice Director, Strategic Planning and Information. She has more than 10 years of experience in Department of Defense communications and information technology systems development, operations, information assurance, and management.

Mrs. Stempfley holds a Bachelor of Science in Engineering Mathmatics from the University of Arizona and a Master of Science in Computer Science with a specialization in computer security from James Madison University. She has also graduated from the Federal Executive Institute and the National Security Management Course.


Donna Dodson, Deputy Chief CyberSecurity Advisor, NIST

Donna DodsonMs. Dodson is the Division Chief of the Computer Security Division and the Deputy Cyber Security Advisor at the National Institute of Standards and Technology (NIST).

As part of the management team, Ms. Dodson helps direct the development of NIST’s standards, technology and research for the protection of information systems against threats to the confidentiality of information, integrity of information and processes, and availability of information and services in order to build trust and confidence in IT systems. She is also an active contributor in the areas of authentication and cryptography. Donna has also managed programs including the Advanced Encryption Standard, key management, PKI, authentication and security testing.


Robert Carey, Deputy CIO and Deputy Assistant Secretary of Defense for Information Management, DOD

Robert CareyMr. Carey serves as the Deputy Assistant Secretary of Defense (Information Management, Integration and Technology) / Department of Defense Deputy Chief Information Officer.

Mr. Carey previously served as Director of Strategy and Policy for the U.S. 10th Fleet / Fleet Cyber Command and the 5th Dept. of the Navy CIO. Mr. Carey entered the Senior Executive Service as the DON DCIO and was responsible for leading staff in developing strategies for achieving IM/IT enterprise integration across the DON. Mr. Carey’s service began with the U.S. Army and then with the Naval Sea Systems Command with the DON. He has been a member of the Acquisition Professional Community and has been awarded the DON Distinguished Civilian Service Award twice, as well as the Superior and Meritorious Civilian Service Awards, and numerous others. He is a three time recipient of the Federal 100 award and was also named DoD Executive of the Year in 2009.

Mr. Carey is an active member of the United States Navy Reserve and currently holds the rank of Captain in the Civil Engineer Corps. He was recalled to active duty for Operation Desert Shield/Storm and Operation Iraqi Freedom, where he served in the Al Anbar province with I Marine Expeditionary Force.

Mr. Carey holds a Master of Engineering Management degree from the George Washington University and a Bachelor of Science degree in Engineering from University of South Carolina.


Brig. Gen. Steven J. Spano

Brig. Gen. Steven J. SpanoBrig. Gen. Steven J. Spano is the Director of Communications, Headquarters Air Combat Command, Langley Air Force Base, Va.

He is the functional leader for 15,000 communications professionals, providing information technology services to 101,500 active-duty military and civilian members at 30 major installations in the United States and overseas. General Spano directs the activities of 40 Reserve communications units upon their activation. He is responsible for policy guidance, program management and resource allocation supporting the command’s mission to provide nuclear forces for U.S. Strategic Command, theater air forces for the U.S. Northern Command, U.S. Central Command, U.S. Southern Command, U.S. European Command and U.S. Pacific Command, as well as air defense forces for the North American Aerospace Defense Command.

General Spano was born in Albany, N.Y. He was commissioned in 1983 through the ROTC program at Norwich University, Northfield, Vt. The general has commanded at the detachment, squadron and group levels. In addition, he served in key joint assignments at the National Security Agency, the Joint Staff, and U.S. Forces Korea. Prior to his current assignment, he was Deputy Chief of Staff Communications and Information Systems, Multi-National Force-Iraq, Baghdad, Iraq.


Gary Galloway, State Department

Gary GallowayMr. Galloway is the Deputy Director of the Office of Information Assurance (IRM/IA) for the State Department.

Prior to arriving in IRM/IA, Mr. Galloway was Deputy Director and Director for Business Technology of the Office of eDiplomacy and Acting Office Director. He is a PMI-certified Project Management Professional (PMP), with more than twenty years of project management experience, specializing in IT acquisition and is certified in ITIL V3 Foundation IT Service Management. Mr. Galloway is an active member of the American Council for Technology (ACT) and a graduate of the prestigious Industry Advisory Council (IAC) IT Partners Program, winning the Outstanding Partner of the Year award for the Class of 2006. He also serves as co-Treasurer of the Association for Federal Information Resources Management (AFFIRM).

Mr. Galloway holds earned a Master of Science in National Resource Strategy with an Information Strategies Concentration from the Industrial College of the Armed Forces, National Defense University, and holds a Bachelor of Arts from the University of Pennsylvania.


Shawn Henry, FBI Executive Assistant Director, FBI

Shawn HenryMr. Henry is the FBI Executive Assistant Director. Mr. Henry is responsible for all FBI criminal and cyber investigations worldwide, as well as international operations and critical incident response. He was an original member of the National Cyber Study Group, which developed the Comprehensive National Cybersecurity Initiative (CNCI.) He has held numerous positions within the FBI, including Deputy Assistant Director of the Cyber Division, with program management responsibility for all FBI computer investigations worldwide; Assistant Special Agent with oversight for Special Operations, Technical Services, and the Field Intelligence Group; and Assistant Inspector and Team Leader, where he led teams conducting evaluations and audits of nationwide operations.

Mr. Henry is a graduate of the Homeland Security Executive Leaders Program from the Naval Postgraduate School, Center for Homeland Defense and Security. He has been a recipient of the Presidential Meritorious Rank Executive Award and the Federal 100.

Admiral (Ret.) Betsy Hight, Vice President, Cybersecurity Practice, HP Enterprise Services

Admiral (Ret.) Betsy HightHight is the first director of the HP Enterprise Services U.S. Defense Command and Control Infrastructure practice, which is designed to assist U.S. defense clients in transforming their IT environments. Adm. Hight leads the effort to combine HP’s knowledge of best in class technology solutions with her deep understanding of warfighters’ expectations for mission-relevant information, enabling HP to more clearly align its product, services and delivery offerings to the information needs of its clients.

Previously, Adm. Hight served as the acting Director of Defense Information Systems Agency (DISA) and Commander of the Joint Task Force – Global Network Operations (JTF GNO) from July until December 2009. She served as the vice director of the DISA, a worldwide organization of more than 6,600 military and civilian personnel responsible for planning, developing, and providing interoperable, global net-centric solutions that serve the needs of the President, Secretary of Defense, Joint Chiefs of Staff, the combatant commanders, the Military Departments and other U.S. Department of Defense (DoD) components from April 2007 until her retirement.

Adm. Hight also served as DISA’s Principal Director for Operations and Deputy Commander, JTF GNO from 2005 to 2007. As Director of Operations, she was responsible for providing command, control, communications, and computer support to the nation’s warfighters. As Deputy Commander, JTF-GNO, Adm. Hight was responsible to United States Strategic Command (USSTRATCOM) for directing the operation and defense of the Global Information Grid (GIG).

Adm. Hight joined the Navy in March 1977. Her first duty station was Naval Communications Area Master Station Western Pacific, Guam, where she was the High-Frequency Receiver Site Division Officer. During her career in the Navy, Rear Adm. Hight served in many roles, including program sponsor for the UHF Satellite Communications Program on the CNO staff, Executive Officer of the Communications Security Material Systems, Assistant Program Manager for the UHF Follow-on communications satellite program and Commanding Officer, Fleet Surveillance Support Command.

In July 1997, she transferred to the Joint Staff/J6 where she served as the Chief, Current Operations Division and then as the Executive Assistant to the Director, C4 Systems. In June 2000, Adm. Hight reported as the U.S. Space Command Liaison Officer to the U.S. European Command, Stuttgart, Germany. In 2001, she reported as the Commanding Officer, Navy Computer and Telecommunications Master Station, Atlantic and the Program Manager for all IT in the mid-Atlantic region. She was transferred to the CNO Staff and served as the Director, Net-Centric Warfare from June 2003 until September 2005.

She is a graduate of the Defense Systems Management College, the Naval Post-graduate School with a master’s degree in telecommunications systems, and George Washington University with a master’s degree in information systems.


Gigi Schumm, Vice President and General Manager, Symantec

Gigi SchummMs. Schumm is Vice President and General Manager of Symantec’s Public Sector organization. Ms. Schumm oversees sales, business development, alliances, program management, services, marketing, government relations and contracts. Previously, Ms. Schumm led Symantec’s Government Security, and has served in a variety of leadership roles including Southeast Areas Sales, Emerging/Acquired Technology Sales, and America’s Services. Prior to her time with Symantec, Ms. Schumm has held management and sales leadership positions with notable IT hardware and software companies. She maintains active memberships with the Armed Forces Communications and Electronics Association (AFCEA), the public sector Industry Advisory Council (IAC), and the Executive Women’s Forum (EWF). Ms. Schumm holds a BA from Fairfield University in Fairfield, Connecticut.


Suprotik Ghose, Principal CyberSecurity Architect, Microsoft National Security Group

Suprotik GhoseMr. Ghose has over twenty years of engineering and technology management experience, in infosec policy, privacy, compliance and IT risk. He is responsible for delivering innovative cyber-solutions leveraging Microsoft’s global security expertise.

Mr. Ghose was previously the Head of Networks & Information Security at the Financial Industry Regulatory Authority (FINRA). He had oversight responsibility for the security of applications, systems, databases and networks; and formulated the data protection and application security strategy, ensured regulatory compliance and interfaced with federal and quasi-governmental organizations.

Mr. Ghose is co-founder of a software company focused at network and security change management. He has previously held the positions of Senior Manager of Security Consulting with AT&T and was Vice President and Chief Security Architect within Citibank’s Information Security group.

Mr. Ghose is a CISA, CISM, CISSP, CCSK and ITILv2 certified. He holds a MBA from Illinois and an undergraduate degree in electrical engineering.


Michael Howard, World Wide Business Development Manager for Security Solutions, HP

Michael HowardMr. Howard is World Wide Business Development Manager for Security Solutions, Imaging and Printing Group for HP.

Howard joined Hewlett-Packard in 1999 and has been supporting HP’s growth around enterprise solutions for Imaging and Printing. He moved into the role of World Wide Business Development Manager for Security Solutions, Imaging and Printing five years ago. In this role, he provides education to customer’s on the importance of security policies and procedures around Imaging and Printing as well as working with the HP Labs to ensure HP’s leadership role in security.

Prior to HP, Michael began his career in the security and high technology field 27 years ago with the U.S. Navy as a Cryptologist. Over a 12 year period, he held numerous positions in the Navy in both operational and development roles working on projects to improve overall communications. Michael then worked directly with the Department of Defense in the security field for five years before joining private industry where his focus has been on enterprise solutions for major corporations. Michael’s primary area of focus has been around solutions for Security, Document Management, Core Content Management and Output Management. Michael holds the GIAC Security Leadership, Certified HIPAA Professional and Certified Security Compliance Specialist industry certifications.


Jeff Casazza, Director of Security Technology, Intel

Jeff CasazzaJeff Casazza is Director of Security Technology in Intel’s Data Center Group. His group is responsible for several technologies that improve the performance and security of Intel’s server and workstation platforms. The current focus is using hardware features to make servers more resistant to low level software attacks and to enable a more pervasive use of encryption in the data center. Two such technologies are Intel(R) AES New Instructions and Intel(R) Trusted Execution Technology.

Jeff joined Intel in 1988 and have contributed to various project including MCS® 96, programmable logic devices, and the i860® and Itanium® processor families. He have a BSEE degree from Arizona State University and published patent #6150925.


Bob Gourley, Editor, CTOvision.com; Founder and Chief Technology Officer (CTO) of Crucial Point LLC

Bob GourleyBob Gourley is the editor of CTOvision.com and the founder and Chief Technology Officer (CTO) of Crucial Point LLC, a technology research and advisory firm.

Gourley’s first career was as a naval intelligence officer, which included operational tours afloat and ashore. Gourley was the first J2 at DoD’s JTF-CND.

Following retirement from the Navy, Gourley was a senior executive with TRW and Northrop Grumman, and then returned to government service as the Chief Technology Officer (CTO) of the Defense Intelligence Agency (DIA).

Gourley was named one of the top 25 most influential CTOs in the globe by Infoworld in 2007, and selected for AFCEAs award for meritorious service to the intelligence community in 2008. He was named by Washingtonian as one of DC’s “Tech Titans” in 2009. Gourley was named one of the “Top 25 Most Fascinating Communicators in Government IT” by the Gov 2.0 community GovFresh.

At Crucial Point, Gourley leads efforts in due diligence assessments and strategic consulting.

Gourley holds three masters degrees including a master of science degree in scientific and technical intelligence from Naval Postgraduate School, a master of science degree in military science from USMC university, and a master of science degree in computer science from James Madison University. Gourley has published over 40 articles on a wide range of topics and is a contributor to the 20 Jan 2009 Book titled “Threats in the Age of Obama.

Gourley serves on advisory boards for a number of companies including Invincea, Twiki,Spacecurve, JackBe and Triumfant. He is also on the board of Naval Intelligence Professionals, on the Intelligence Committee of AFCEA and the Cyber Committee of INSA.


CJ Moses, Senior Manager, Amazon Web Services

CJ Moses is Senior Manager, Amazon Web Services (AWS) Security. His duties at AWS include leading secure product design, management, and development efforts focused on bringing the competitive, economic and most importantly the security benefits of cloud computing to business and government customers.

Prior to joining AWS, Mr. Moses had an extensive career within the Federal Government, most recently with the Federal Bureau of Investigation (FBI), where he served as an Assistant Section Chief. His responsibilities at the FBI’s Cyber Division included leadership of the technical analysis of computer and network intrusion activities as well oversight of malicious code analysis and computer  exploitation tool reverse-engineering.
