Park was the CTO of the U.S. Department of Health and Human Services (HHS) for the past three years. The Obama administration credits him with leading “the successful execution of an array of breakthrough initiatives, including the creation of HealthCare.gov, the first website to provide consumers with a comprehensive inventory of public and private health insurance plans available across the nation by ZIP code in a single, easy-to-use tool.

About MeCasey Coleman- As CIO, Ms. Coleman is responsible for aligning technology with GSA and FAS strategic business objectives. Ms. Coleman manages the Service’s $180 million IT program, overseeing management, acquisition and integration of the Service’s information resources. This includes advising on the impact of communications security, force structure, equipping, and employment of network, communications, and signal capabilities on Army operations.

About MeShawn Kingsberry- Shawn has led the approach to standing up the entire infrastructure at the Recovery Board. He was responsibile for Recovery.Gov, FederalReporting.Gov and FederalAccountability.Gov all be up and running in record times. He was also responsible for the improvement of data quality on Recovery.Gov. This past year, Shawn has been leading the charge to stand up a whole Accountability tool section to improve the Fraud, Waste and Abuse not only fo r the Recovery Board, but he has used this approach to assist all areas of the Federal Government. He is truly a Cloud Evangelist of our time and accomplished this by being the first cloud provider for the entire infrastructure in the Microsoft 365 and Amazon clouds.
Theresa Grafenstine
About MeTheresa Grafenstine- As the Inspector General for the U.S. House of Representatives, Theresa has help build a highly respected Office of Inspector General (OIG) that is seen as the premier audit and advisory organization within the Federal Legislative Branch. On a daily basis, she leads by example, holds to her ethical principles, and inspires her staff to find way to identify and manage risks to improve the effectiveness and efficiency of our government. Theresa has led the delivery of value-added reviews that have helped to significantly improve House financial management, administrative processes, workplace safety and security, the security of House of Representatives data, and the information technology infrastructure. During the current Congress, the OIG has issued dozens of reports and other products that spanned the diverse range of services it offers including financial, performance, and information systems auditing services; management advisory services; and investigative services. These projects have helped the House of Representatives evaluate the efficiency and effectiveness of the House administrative functions and the adequacy of internal controls over these functions, to include benchmarking these functions against “best business” practices. She has also overseen investigations into sensitive allegations of fraud, waste, and abuse in the administrative operations of the House. In addition to responding to anonymous tips and conducting other investigations and inquiries, Theresa led the development of a new fraud awareness educational outreach campaign to protect offices against unscrupulous vendors Theresa is an active advocate for the profession within a variety of professional organizations. She has provided years of leadership at the local, national, and international levels for organizations such as the American Institute of Certified Public Accountants (AICPA), Institute of Internal Auditors (IIA), and Information Systems Audit and Control Association (ISACA). She has a diverse range of colleagues with whom she networks and shares idea and provides advice and counsel on important matters impacting accounting and risk management professionals.

About MeChuck McGann- Chuck’s involvement with various federal agencies and security organizations solidify his knowledge based to continually provide best practices within the Postal environment. Designated an Executive Agent by the Office of Management and Budget, NITAAC is the program office for three government-wide acquisition contracts (GWACS) valued at over $46 billion. About MePaul T Craven is the Associate Administrator Office of Information Systems and Technology for the Employment and Training Administration at the Department of Labor. His office provides IT support for the Agency and 9 program offices operating within ETA. These offices include the Office of Unemployment Insurance, Foreign Labor Certification, Workforce Investment, and Grants. Mr. Craven began working at the Department of Labor in 2003 where he served as the Director of Enterprise Communications. He has over 30 years of IT experience in both the private and public sectors. About MeMichael Curtis- Michael Curtis serves as the Director of the HHS/ACF Grants Center of Excellence and provides leadership for all ACF Information Technology. In this role Michael also provides information technology services to a number of agencies in HHS and in sister Departments. Mr. Curtis began his career in public service as a lieutenant in the United States Air Force. Michael served as Chief Information Officer (CIO) for the Center for Biologic Evaluation and Research, CIO of the Federal Motor Carrier Safety Administration and while there also served as co-chair of the US Department of Transportation CIO council.
H. David Furr
About MeUnder the leadership of H. David Furr, Deputy Assistant Director and Chief Technology Officer, the Naval Criminal Investigative Service (NCIS) has greatly improved the efficiency and service delivery of enterprise IT services. After successfully moving personnel and resources to a new, world-class data center in 2011 as a result of the Base Realignment and Closure (BRAC) plan, NCIS completed its modernization efforts through virtualization and improved IT architecture. This has resulted in an 83% reduction in data center space needed to deliver enterprise IT services to support its mission of investigating and defeating criminal, terrorist, and foreign intelligence threats. Furthermore, NCIS’s Law Enforcement computing platform has been constructed in a manner that will support additional Navy, DoD, and Law Enforcement entities in an as-a-Service model.
JoAnne Green
About MeJoAnne Green was recently named as the National Defense University iCollege’s Director of Academic Computing for her excellent work in the iCollege’s IT laboratories, and specifically for her tireless work in establishing the college’s new Center for Innovation. After several years of research and working with technology contractors, JoAnne opened the CI Center (aka “Classroom of the Future”) in February 2012. The CI Center is a flexible, government, smart-technology-driven workspace, designed for unlimited learning, creativity, collaboration, innovation and exploration. It is an “instructional ecosystem” that uses cutting-edge technologies, flexibly integrates the latest physical and technical elements, and enables access to multiple learning environments. JoAnne designed an open-grid ceiling and a catacombed floor to run and drop cable, pop in cameras, adjust projection systems, etc. all so the space could be flexible and changeable for government leaders to use in classes and meetings. Students and faculty using the advanced facility have access to iPads, Tablets, laptops, 3D computer graphics, and animation, along with the latest X-Box and Wi-Fi games and simulations. One of the walls in the classroom has a touch panel screen while other walls serve as a writeable surface and can display either a large image or a matrix of images. Federal employees, who are students and professors at the iCollege, use the room’s interactive smart boards, 3-D digital touch screens, and emerging technologies for advanced, graduate-level learning. JoAnne and her team work with each professor to teach them how to use the IT in the room for the maximum benefit.

About MeTracy Keeter- As the Director of Customer Relationship & Integration, IT Enterprise Operations, Tracy Keeter provides executive leadership for a team of progressive, cutting edge, individuals providing technology improvements such as world class lean six sigma improvements, end to end system monitoring, server virtualization, windows server security compliance, asset, knowledge and server management. She is the point of contact for other IRS IT and business divisions as the ‘front door’ to Enterprise Operations.
Dr. Ken Gabriel
About MeDr. Ken Gabriel- Dr. Kaigham (Ken) J. Gabriel was (formerly) appointed deputy director of the Defense Advanced Research Projects Agency (DARPA) in July of 2009. Prior to DARPA, Dr. Gabriel was the Founder, Chairman and Chief Technical Officer of Akustica, a semiconductor company commercializing Micro Electro Mechanical Systems (MEMS) sensors for consumer electronics products. Dr. Gabriel counts among his honors the Carlton Tucker Prize for Excellence in Teaching from the Massachusetts Institute of Technology and appointment to the Senior Executive Service. Dr. Gabriel holds an S.M. and a Ph.D. in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology.
Kent Armstrong
About MeKent Armstrong- As a direct result of Mr. Armstrong’s leadership USDA has been on the forefront in establishing standard infrastructure as a service (laaS) and hardware, software, operations, and platform as a service (PaaS) environments. He has provided the vision and direction that led to the development and implementation of a number of private cloud offerings (both IaaS & PaaS) that serve as the target environments for all of USDA’s data center consolidations as well as serving as a platform to cross-service other Government Departments & Agencies. Formal PaaS offerings including database, web content management, web portal, records management, data management, and others have been developed to support efforts to rationalize the application portfolio. Cost savings related to using the USDA Private Cloud as the target architecture for all data center migrations/closures saved an estimated $9.9M in 2011 and $19.7M in 2012 over the traditional dedicated server model.

Gardner’s Federal career is distinguished by over 20 years of federal service enabling mission capability and readiness within the Scientific and Defense-related sectors in an innovative and secure manner. Mr. Gardner is a member of the Senior Executive Service and currently serves as the Director of the Information Technology and Communications Directorate (ITCD) and Chief Information Officer (CIO) for the Goddard Space Flight Center. As such, he is responsible for providing the GSFC workforce the information infrastructure and tools that adapt and evolve to effectively and securely support management, science, research, and technology programs.
Richard Hale
About MeRichard Hale- Richard Hale oversees the information assurance, cyber defense, and critical infrastructure protection efforts of the Defense Information Systems Agency. In this role he is responsible for helping to ensure that DoD has an overall approach to achieving information assurance, and then for ensuring that DISA is producing the Department-wide cyber standards, risk management processes, products, and services necessary to the achievement of the DoD’s approach. The overall goal of the DISA cyber defense effort is to give commanders freedom of action in cyberspace.

About MeBrian McGrath- Brian McGrath has been the U.S. Census Bureau’s Associate Director for Information Technology and Chief Information Officer since May 24, 2009. He oversees the information technology infrastructure that supports the Census Bureau in fulfilling its mission as the leading source of quality data about the nation’s people and economy. Prior to the Census Bureau, McGrath worked for the U.S. Department of Justice from 1999 to 2009, serving the final five years as the chief information officer for the Executive Office for Immigration Review.

About MeDave Mihelcic- David M. Mihelcic is the Chief Technology Officer (CTO) for the Defense Information Systems Agency (DISA). As CTO, he serves as the Agency’s senior authority on scientific, technical and engineering matters. A Fellow of the American College of Surgeons and is certified by the American Board of Surgery and the American Board of Preventive Medicine (Aerospace Medicine). About MeCited as a “first in Government for the Internal Revenue Service (IRS)” and lauded as an “accomplishment for the IRS, the U.S. Government, taxpayers and the future of America’s tax administration,” the IRS proudly announced in September 2012 that its Information Technology (IT) Applications Development (AD) organization had achieved the significant milestone of moving to Capability Maturity Model Integration (CMMI) Maturity Level 3. Developed by the Software Engineering Institute of Carnegie Mellon, CMMI is an approach that provides organizations with the essential elements of effective processes, which will improve their performance. After achieving CMMI Level 2 in November 2010, the IRS’s Information Technology Applications Development team immediately began to prepare for Level 3. This “defined” level ensures that software process for both management and engineering activities are documented, standardized, and integrated into an organization-wide process. Achieving this phase means that disciplines are more effective and the capability of the organization to deliver quality products is greatly enhanced. Rob King, Director of Program Management for Applications Development was instrumental in the planning and execution of this effort. His office was responsible for the initial benchmarking process, the identification and mitigation of gaps, regular progress reports and internal assessments, and the elevation and resolution of issues in a timely and effective manner. Mr. King’s engagement and leadership helped to ensure that this major goal was realized. As certified through the Standard CMMI Appraisal Method for Process Improvement (SCAMPI) assessment conducted in September by Software Engineering Services*, the IRS AD organization established an organizational standard approach to engineering and project management activities.

About MeDr. David Paschane- Dr. David Paschane is an Organizational Architect with the U.S. Department of Veterans Affairs, and an Associate Research Professor with UMBC. He currently directs strategic initiatives for the National Capital Region’s Information and Technology Office. His research and applied work is in psychological, organizational, technological, and systems methods for improving performance in bureaucracies, and the development of distributed healthcare infrastructures.
Susan Joan Smiley
About MeOne EPA Workplace became EPA’s new Intranet homepage on September 30, 2011. This new site was the first in a series of enhancements to help create a more supportive work environment to advance the Agency’s goal of strengthening EPA’s workforce and capabilities. The One EPA Workplace project, led by Susan Joan Smiley, required support at all levels of the Agency. One EPA Workplace features streamlined navigation; an enhanced search function using Google; links to tools and information resources for EPA employees; and single sign-on to selected applications. A rotating banner feature provides employee outreach about required training, important due dates on employee benefits, and other timely topics of interest. The One EPA Workplace Team, led by Ms. Smiley, worked diligently under tight time and budget constraints to implement the new Intranet site. The data-driven, user-centric design was developed in collaboration with key content stakeholders and with input from surveys, usability studies and web analytics, ensuring the site meets employee needs. This product has offered many efficiencies to the more than 18,000 employees it serves. Ms. Smiley’s success with managing complex IT projects is attributable to her broad and comprehensive knowledge of the technical aspects of a project as well as the users’ needs for effective adoption of the new technology. Ms. Smiley uses this ability to improve communications to all the stakeholders throughout the organization including the team of technical experts who designed One EPA Workplace, the senior leaders who championed the project and approved the resources required for implementation, and the EPA employees across the entire enterprise.

About MeCol. Dana S. Tankins- Colonel Dana S. Tankins received an ROTC scholarship at the Pennsylvania State University and graduated with a Bachelor of Science in Electrical Engineering. Upon graduation he was commissioned into the U.S. Army Signal Corps in 1988. He is a graduate of the Signal Officer Basic Course (1988), the Signal Officer Advanced Course (1992), the Communications and Electronics Staff Course (1993), the U.S. Army Command and General Staff College (2000), and JPME Level II, Joint Forces Staff College (2003).

About MeMargie Graves- Margaret H. Graves was selected in September, 2008, to serve as the U. S. Department of Homeland Security’s (DHS) Deputy CIO. As the Deputy CIO, she oversees an IT portfolio of $5.4 billion in programs. In addition, Ms. Graves manages the operations of the Office of the CIO, which covers the functional areas of Applied Technology, Enterprise Architecture, Data Management, IT Security, Infrastructure Operations, IT Accessibility, Budget & Acquisition.
William Marion
About MeMr. Marion is the Headquarters Air Combat Command Communications and Information Chief Technical Officer, Langley Air Force Base, Virginia. In this capacity, he responsible for providing senior technical guidance, architectures, and strategic planning for 9,300 communications professionals, providing information technology services to 79,000 active-duty military and civilian members at 40 major installations in the United States and overseas. He is responsible for strategic IT services and frameworks required to equip nuclear forces for U.S. Strategic Command, theater air forces for U.S. Northern Command, U.S. Central Command, U.S. Southern Command, U.S. European Command and U.S. Pacific Command, as well as air defense forces for the North American Aerospace Defense Command.

Greening as a Service (GaaS) has transformed how the Department of Veterans Affairs (VA) views fiscal prudence. CO.NXCO.NX (http://conx.state.gov) is a new office within the Bureau of International Information Programs. Their mission is to further U.S. foreign policy objectives through the use of “connective” technologies, i.e.

In summary, the CO.NX program found an innovative way to perform interactive, video communication on a global scale at a fraction of the cost of traditional web conferencing with technology that can be adapted to nearly any agency. The capabilities scale and the service can be shared cost-effectively among other agencies and programs to improve the business of government and services to citizens.

About Me Ms. Nystrom serves in the capacity of Division Chief, Systems Engineering Division in the USCIS Office of Information Technology (OIT). As Division Chief, she is responsible for the agency’s IT systems, overseeing the development, enhancement, and maintenance of the agency’s mission critical systems and working directly with stakeholders throughout the agency to develop strategies and roadmaps for IT systems. Marcia has advanced rapidly through a series of leadership positions with increasing responsibility in her time in OIT due to her deep sense of responsibility, outstanding communication and collaboration skills, and her ability to lead her staff in executing reliably on the agency’s priorities. Both the CIO and I rely on Marcia’s judgment and knowledge in making IT decisions, and we rely on her ability to execute in order to realize my vision for the Information Technology organization and its role in serving the agency. Marcia balances a tremendous number of initiatives all with high impact on the agency and the nation, and stays calm under substantial stress. She delegates effectively and leads her division to find creative solutions to ensure that the agency’s needs can be met even when resources are constrained. She has also set an example for the other division chiefs in her financial stewardship, always conscious of budget and performance of the contractors she supervises. Despite an extremely limited number of resources (including the lack of a deputy chief) early on in the fiscal year, we could rely on Ms. Nystrom to deliver critical system changes and agency initiatives. Ms Nystrom is definitely an up-and-coming rising star!
