True Transparency and Naked Leadership

There is much discussion about transparency in government especially as it relates to Web 2.0 tools such as blogs, twitter, and various social networking applications. Transparency in a literal sense simply means to be able to see right through something. Definitions and common understanding in a government context varies. It would be a mistake to consider transparency purely in the technology context of Web 2.0 tools. It should be considered from a personal leadership perspective. And personal could mean you as a leader or you and your organization.

But, this means more than just putting data up on static websites, posting irrelevant blogs or inane Twitter posts. Leading in a transparent way has the atomic advantage of being able to be exposed to a huge set of diverse ideas that can thus hasten innovation and creativity. However, the cultural challenges associated with leading in this environment require a new kind of personal leadership. I call it Naked Leadership. I will talk about three of the key qualities of Naked Leadership – courage, self-awareness, and accountability.

The Courage to Expose Yourself

I had the pleasure of moderating a panel on virtual worlds for the FOSE 2009 Conference. This panel was going to be conducted in the virtual world Second Life. I had to get an avatar and learn some basic things like walking, sitting, flying, and dressing.

While practicing and setting some things up in the familiar venue of NASA/JPL Explorer Island, I decided that I wanted my avatar to look like me – African American non-skinny female with brown hair, etc. I was surprised to find out that up to that point, I was a man and not a woman. I fixed that. I thickened up my body and lips. Then I had to decide what to wear. I struggled with basic things like the difference between a blouse and a jacket, etc. To make a long story short, I took off more than I planned to take off and ended up topless in a surprisingly anatomically accurate way. I was mortified. Fortunately, there were only deer around.

The point here is that as we operate and lead in transparent ways, you might be exposed in non-complementary ways. It may also mean, especially in this day and age of increased risks associated with data security, some stuff just should not be exposed. And finally, what does what you’re hiding expose about you as a leader?

Naked Leadership means that you may make a few mistakes…but you’ll have to take it on the chin. Some could be knock out blows. However, managing the risks appropriately can lead to championship results.

Don’t Believe the Hype You’ve Got to Know Yourself

So this guy decides that he will don a new transparent wardrobe. Everyone wrote comments in the Emperor’s blog about how great his transparent threads were. A courageous follower told him he had no clothes.

You may find a lot of people with varying levels of sincerity who tell you that you’re doing a heck-of-a-job. Similarly, you may even find some people in a mean-spirited way tell you that you are awful. So, brace for impact, get prepared to have your feelings hurt and immunize yourself against flattery.

With Naked Leadership goes the responsibility of doing honest self-examination and having high emotional intelligence. It also requires seeking out and nurturing courageous followers who will tell you are indeed you have no clothes.

I once went to a church where the Pastor would always say … “I wish I didn’t know these things!” Once you know right from wrong, you have the responsibility to chose right. And once you know, you have to do something and it has to be the right thing. It might be better to not know.

Diverse opinions from a diverse set of people may breed conflicts. Naked Leadership will require strong conflict resolution skills. Some information may not be relevant. Naked Leadership will need to be able to discern that. But, if you ask for perspectives, you better be prepared to actually listen and try to understand. If appropriate, you will need to act.

Operating in a transparent way helps provides a lot of value. Expanded perspectives from a diverse set of employees or constituents can produce better end products. Successful Naked Leadership will need to learn to navigate these waters in order to obtain true transparency.

Linda Y. Cureton is the Chief Information Officer (CIO) for the National Aeronautics and Space Administration (NASA). As NASA CIO, she provides the requisite leadership to transform the management of information technology (IT) capabilities and services to support and enable NASA's mission. She ensures that the Agency's information resource management (IRM) strategy is in alignment with NASA's vision, mission, and strategic goals. Accordingly, Ms. Cureton ensures the development of integrated IRM strategies, including standards, policies, NASA Enterprise Architecture, IT security, management, and operations. She has the responsibility, authority and accountability for ensuring that NASA's information assets are selected, controlled and evaluated consistent with federal policies, procedures, and legislation. Ms. Cureton was appointed as the NASA CIO in September 2009. Prior to this appointment, Ms. Linda Y. Cureton served as the CIO of the NASA Goddard Space Flight Center (GSFC) and led the Information Technology and Communications Directorate. As the GSFC CIO, Ms. Cureton was responsible for ensuring that GSFC's information assets are acquired and managed consistent with Agency and Federal Government policies. She was responsible for ensuring that the Center's Information Technology strategy aligns with NASA's vision, mission, and strategic goals. Prior to her arrival at GSFC, Ms. Cureton was the Deputy Chief Information Officer of the Bureau of Alcohol, Tobacco, and Firearms (ATF) and led the Office of Science and Technology as Deputy Assistant Director. The Office of Science and Technology is responsible for providing leadership in the innovative and efficient application of science and technology used to collect, clarify, and communicate information needed to reduce violent crime, collect revenue and protect the public. As the ATF Deputy CIO, she was responsible for ensuring that the use of Information Technology for the Bureau's mission and business requirements fulfill customer and stakeholder needs. Previously, Ms. Cureton served in executive positions at the Department of Energy and the Department of Justice. As a strong advocate for the practical application of technology, she has served as a member of organizations such as the Government Information Technology Investment Council, the American Council for Technology, and Women in Technology. Ms. Cureton earned a Bachelor of Science Degree from Howard University in 1980 graduating magna cum laude with a major in Mathematics and a minor in Latin. She also received a Master of Science Degree in Applied Mathematics from Johns Hopkins University in 1994, and a Post-Master's Advanced Certificate in Applied Mathematics from Johns Hopkins University in 1996. She performed extensive research in numerical analysis and has been published in the "Journal of Sound and Vibration." She currently resides in Maryland with her husband and mother.

    I am very impressed with this article and think it is very spot on. Actually I am a colleague and fan of Ms. Cuteton since her days back at DOE when she and I were both in the CIO’s office there. Transparency requires naked leadership, but its not about clothes, its about ideas and decisions to dare to take the lead. I remember in leadership training during officer basic in the Army the stressed that the person on point (at the front of the squad or detail) often gets snipered or hit first. Also a bad leader can get fragged by his own team. So much of what has to be done in government today requires leaders to get out of their comfortable offices and go to collaborative meeting and forums and …well…lead. Linda knows this and does it and I give her kudos for her government leadership and this excellent and very well written (and funny) article.

    Naked leadership takes some guts and a lot of courage. To quote another source, in “Good to Great,” a reference is made that the first responsiblity of management is to face the truth. That’s hard. However, it is those individuals who expose themselves and take on reality that make a real difference in their organizations, both government and industry.     I do think in our infancy we have been blinded by Web 2.0 tools in their power to open up conversations we wouldn’t otherwise have. But the question is whether those conversations are relevant to moving us to the end goal — do they help us make choices and decisions that are transformative in how we serve one another? I think Linda’s discourse on leadership is quite thoughtful. Openness without focus and humanity is exposure without a cause. And every leader knows there is a test on the horizon, no matter the technology. Will our knowledge make us responsible leaders who use all the tools available to us to kindle the spark of innovation in our organizations? Can Web 2.0 create better public servants?

    you may enjoy many similar concepts in my book Naked Leadership (2005)(I have been teaching Naked Leadership since 2001)and have had major organisations like members of the Virgin Group take these on board. Open, honest communication and the ability to take feedback without getting defensive are key elements. Just a friendly note-Naked Leadership the term and essential concept is protected by copyright.
