Chris Liddell currently serves as Deputy Chief of Staff for Policy Coordination in the Executive Office of the President. Prior to this role, he served as Assistant to the President and Director for Strategic Initiatives in the Office of American Innovation at the White House.
Before federal service, Liddell led General Motors' global finance operations. Prior to that, Liddell was an SVP and CFO at Microsoft where, from 2005 to December 2009, he was responsible for leading their worldwide finance organization. His responsibilities included overseeing corporate strategy, acquisitions, treasury activities, tax planning, accounting and reporting, internal audits and investor relations.
Prior to Microsoft, Liddell served as CFO of International Paper. In 2014, he began working as the CFO of WME-IMG, a privately held company in the media, sports and entertainment industry.
In 2012, Liddell was Executive Director of Transition Planning for the Romney Presidential Campaign. Liddell is a recognized authority on presidential transitions and the author of Romney Readiness Project: Retrospectives and Lessons Learned.
Michael Kratsios advises the President on a broad range of technology policy issues and drives U.S. technology priorities and strategic initiatives.
Under his leadership, the White House Office of Science and Technology Policy encourages the development of emerging technologies in the United States, empowers American companies to commercialize and adopt new technologies, and improves and expands access to the tools necessary for Americans to succeed in the 21st century economy. His office is also responsible for aligning the development of new technologies with the Administration's priorities, including standing up for the American worker, defending American innovations abroad, and protecting the safety and security of the American people.
Prior to joining the White House, Kratsios was a Principal at Thiel Capital, where he invested in and advised technology companies. Kratsios graduated from Princeton University and served as a Visiting Scholar at Beijing's Tsinghua University.
Derek Kan is the Under Secretary of Transportation for Policy. In this role, he serves as a principal advisor to the Secretary and provides leadership in the development of policies for the Department, generating proposals and providing advice regarding legislative and regulatory initiatives across all modes of transportation. The Under Secretary coordinates the Department’s budget development and policy development functions.
Prior to DOT, Kan served as the GM for Lyft in Southern California. He has also served on the Board of Directors of Amtrak since 2015, for which he was unanimously confirmed by the United States Senate. Previously, he was Director of Strategy at a startup in Silicon Valley and worked as a management consultant at Bain & Company. Earlier in his career, he was a policy advisor to Senate Republican Leader Mitch McConnell and chief economist for the Senate Republican Policy Committee.
Before coming to Capitol Hill, Kan served as a Presidential Management Fellow at OMB. Mr. Kan received a B.S. from the University of Southern California, an M.Sc. from the London School of Economics, and an M.B.A. from the Stanford Graduate School of Business, where he was an Arjay Miller Scholar.
The Honorable Susan Gordon was sworn in as the fifth Principal Deputy Director of National Intelligence (PDDNI) on August 7, 2017. As PDDNI, Gordon assists the DNI in leading the Intelligence Community (IC) and managing the ODNI.
With nearly three decades of experience in the IC, Gordon has served in a variety of leadership roles spanning numerous intelligence organizations and disciplines. Most recently, Gordon served as the Deputy Director of NGA from 2015 to 2017. Prior to her assignment with NGA, Gordon served for 27 years at the CIA, rising to senior executive positions in each of the Agency’s four directorates: operations, analysis, science and technology, and support. Gordon has been recognized for her creative executive leadership through numerous awards, including the Presidential Rank Award at the distinguished level. Gordon holds a Bachelor of Science degree in zoology (biomechanics) from Duke University.
Margaret Weichert currently serves as Deputy Director for Management at OMB. Weichert is a seasoned business executive who served as Principal at Ernst & Young, LLP since 2013. In her 25-year professional career, Weichert has also held executive leadership positions at Market Platform Dynamics, First Data Corporation, Bank of America, and Andersen Consulting focused on strategy, innovation, and business process improvement in banking and payment technology. As innovator and entrepreneur, Weichert also co-founded an Internet company, Achex, Inc., and sold that company to First Data in 2001. As a result of her innovative work in payment technology, Weichert has been named an inventor on 14 successful U.S. patents. She holds a B.S. of Foreign Service (Magna Cum Laude) from Georgetown University, a post-graduate diploma in Economics with distinction from the University of Sussex (UK) and an MBA from the University of California at Berkeley.
Margie Graves is the Federal Deputy CIO of the United States. Graves was previously selected in September, 2008, to serve as the DHS Deputy CIO. As the Deputy CIO, she oversees an IT portfolio of $5.4 billion in programs. In addition, Graves manages the operations of the OCIO, which covers the functional areas of Applied Technology, Enterprise Architecture, Data Management, IT Security, Infrastructure Operations, IT Accessibility, Budget and Acquisition.
Graves has 20 years of experience in the management consulting industry where she held executive positions and also performed consulting engagements for clients. She has experience in the areas of systems engineering, business process reengineering, strategic planning, financial management, mergers and acquisitions and venture capital planning. She worked for several firms in the National Capital Region such as Technology Applications, Inc., Advanced Technology, Inc., and Planning and Research Corporation. She dedicated 10 years with A.T. Kearney, Inc. working for clients in the chemical, utility and medical services industries as well as holding positions in financial and administrative management. Graves holds a M.B.A. from the University of Virginia Colgate Darden Graduate School of Business Administration and a B.S. in Chemistry, also from the University of Virginia.
Dan Scavino, Jr. is the White House Director of Social Media and Assistant to the President. His appointment was announced on December 22, 2016. Previously, he was director of social media for the Donald Trump Presidential Campaign, 2016. Scavino, Jr. graduated from the State University of New York at Plattsburgh in 1998 with a B.A. in communications. He previously worked at Coca Cola Enterprises, Galderma Laboratories and was General Manager of Trump National Golf Course in Westchester. Scavino, Jr. is a supporter of Lyme Disease Awareness.
Eric Welling services as Deputy Assistant Director of the Cyber Operations Branch, responsible for managing FBI Cyber operations. Welling joined the FBI in 1995 and was assigned to the Cleveland Division. Welling investigated and managed a number of FBI priorities over the years as a leader of both field office and headquarters-based personnel. Prior to the FBI, Welling was a Police Officer in Ohio and Special Agent with the U.S. Secret Service. Welling holds a Bachelor of Science in Political Science and a Masters in Adult Education.
Adam Hickey is the Deputy Assistant Attorney General for National Asset Protection and manages the National Security Division's efforts to combat national security threats from computer intrusions and attacks, economic espionage, proliferation and foreign investment.
Prior to this role, he was NSD’s Acting Deputy Chief for Cyber in the Counterintelligence and Export Control Section, supervising criminal investigations of state actors for malicious cyber-activity affecting the private sector and critical infrastructure. Before NSD, Hickey served as the Deputy Chief of Appeals in the Southern District of New York focusing on national security, terrorism and international drug and arms trafficking. He also practiced at Wachtell, Lipton, Rosen & Katz in Manhattan and is a graduate of the Yale Law School.
Bill Marion is currently the Acting Chief, Information Dominance and CIO. Marion assists in leading three directorates and supports 54,000 cyber operations and support personnel across the globe with a portfolio valued at $17 billion. He provides oversight of the Air Force’s IT portfolio including the investment strategy, networks and network-centric policies, communications, information resources management, information assurance, and related matters for the Department of the Air Force.
Marion has held various headquarters, major-command, center, group and squadron assignments, often interacting with national intelligence agencies. In these capacities, he has led technical and systems architectures, obtained funding for a multimillion-dollar network infrastructure programs, developed numerous IT and CIO policies and led web, portal and server consolidation efforts. Marion holds a BA in Mathematics, Summa cum Laude, from Incarnate Word College and a Master of Science in Computer Information Systems, distinguished graduate from St. Mary's University, both in San Antonio.
Vicki Hildebrand was named CIO of the U.S. Department of Transportation by Secretary Elaine Chao. As the CIO, she is the principle advisor to the Secretary on all IT-related matters. Prior to her position at the DOT, Vicki served as the VP for Customer & Partner Advocacy at Hewlett Packard Enterprise (HPE).
Hildebrand's career includes over three decades at Hewlett-Packard. Her experience includes management of R&D, Software Development, Operations and Support, Architecture, Program Management, and Acquisition Integration. Hildebrand holds a Bachelor of Science degree in Electrical Engineering from the University of Vermont and a Master's degree in Technology Management from Columbia University, with a focus on Digital Transformation. She recently led the College of Engineering Board of Advisors at the University of Vermont for 10 years and is a National Figure Skating Judge after several years as a competitor and coach.
Max Everett was selected in July 2017 to serve as CIO for the Department of Energy. In this position, he oversees the Department's IT portfolio, serves as an advisor to the Deputy Secretary and Secretary, and leads and manages the various functions within the OCIO.
In 2008, Everett served as CIO in the Office of Administration at the White House, managing the technology infrastructure for the Executive Office of the President, the technology requirements of the Presidential transition, and the Presidential records transfer to the NARA. Everett has held additional technology leadership roles at the White House, the Department of Commerce, and on several National Special Security Events.
Everett received a B.A. degree from the University of Texas and a J.D. degree from the University of Houston Law Center and is a member of the State Bar of Texas.
Ed Simcox is the CTO at HHS. As the CTO at HHS, Ed provides leadership and direction to ensure that HHS effectively leverages data, technology and innovation to improve the lives of the American people and the performance of the operating divisions across the Department.
Simcox has been working at the intersection of healthcare and technology for 18 years. Prior to joining HHS, he served as the Healthcare Practice Leader at Logicalis. Prior to joining Logicalis, Simcox was director of U.S. healthcare strategy, partnerships, and product development for AT&T. Before joining AT&T, he held multiple leadership roles at Indiana University Health. During Simcox's time as CTO, Indiana University Health received Hospitals and Health Networks' "Most Wired Hospital" award based in part on his team’s work with emerging technologies.
Simcox holds a BA in Political Science & Philosophy from DePauw University and a J.D. from Indiana University's Robert H. McKinney School of Law.
Maria Roat became the SBA CIO in October 2016 bringing 30 years of professional experience in IT. Roat served more than 2 years as the DOT CTO and was responsible for establishing and leading DOT’s technical vision and strategic direction, driving innovation and planning for technology growth supporting internal and external facing mission activities.
Roat served 10 years at DHS, joining in June 2004, in a number of capacities including FedRAMP Director, FEMA Deputy CIO, Chief of Staff for the DHS CIO, USCIS CISO and CIO Chief of Staff, and Deputy Director, Technology Development, for TSA's Secure Flight Program.
Roat retired from the U.S. Navy in 2007, with 26 years of active duty and reserve service, in which she obtained the rank of Master Chief Petty Officer, Information Systems Technician. Roat is a graduate of the University of Maryland, Harvard Business School Executive Education Program for Leadership Development, and the Navy Senior Enlisted Academy.
Alan Thomas Jr. was sworn in as Commissioner for GSA's Federal Acquisition Service (FAS) on June 26, 2017. In this position, he oversees the delivery of more than $50 billion of products, services and solutions that save taxpayer dollars and enable federal agencies to accomplish their missions as efficiently as possible.
Thomas comes to GSA with more than 20 years of experience in both industry and government. He most recently served as a VP with Artlin Consulting and the COO at Berico Technologies. Thomas was also the VP for defense and intelligence community programs at Data Networks Corporation, an Alliant Small Business prime contract holder.
Thomas has also served in a number of roles within the federal government, including in the Office of the Undersecretary of Defense, service on the Department of Defense's Task Force to Improve Business and Stability Operations in Iraq and as a Presidential Management Fellow. Thomas holds an MBA from Carnegie Mellon University, a Master in Public Affairs from the University of Texas' LBJ School, and a Bachelor of Arts in History from Grinnell College.
John Wagner became Deputy Executive Assistant Commissioner, Office of Field Operations (OFO), on April 6, 2014. He has been assigned to CBP at Headquarters in Washington DC since 1999, and has worked on numerous policy and operational issues. Mr. Wagner has been a leader in developing many of OFO’s successful business transformation efforts. These include the deployment of the internationally acclaimed Global Entry program and the Automated Passport Control kiosks for international travelers.
A native of Long Island, NY, Mr. Wagner graduated from the State University of New York at Albany, with a Bachelors of Arts degree in Psychology. He began his Federal law enforcement career in 1991 when he joined the U.S. Customs Service as a Customs Inspector. Mr. Wagner worked at the New York/New Jersey seaport and the Port of Laredo, TX before being assigned to Headquarters. He is a graduate of the Senior Executive Fellows course at the JFK School of Government at Harvard University.
Mike Madsen serves as Partner and head of Washington operations for the Pentagon's commercial technology hub, Defense Innovation Unit Experimental (DIUx). A retired U.S. Air Force colonel who flew C-17s and led combat missions in Operations ENDURING FREEDOM, IRAQI FREEDOM, NEW DAWN, and ODYSSEY DAWN, Madsen also served as the Legislative Liaison, advising the Secretary of the Air Force and Air Force Chief of Staff on Air Force issues before the Congressional Armed Services Committees.
From 2010 - 2012, Madsen served as the Commander of the 17th Airlift Squadron and Deputy Commander of the 437th Operations Group. Beginning in 2013 he served as the Senior Air Force Advisor to the Director in the Office of the Secretary of Defense, Cost Assessment and Program Evaluation. Directly prior to his DIUx role, Madsen was the Executive Director of the Section 809 Panel and Co-Founder of Advance Intelligently. Madsen holds Master’s degrees in National Security Strategy and National Security Studies from the National War College and Naval Postgraduate School, respectively.
Josh Marcuse is the Defense Innovation Board executive director and also established and leads the OSD Policy Design & Innovation Practice and is a design thinking instructor and facilitator. Previously, he worked at the management consulting firm Booz Allen Hamilton and at the Council on Foreign Relations.
Marcuse is also an adjunct fellow at the Center for Strategic & International Studies and is in the 2015 Next Generation National Security Leaders Program at the Center for a New American Security.
Marcuse is a fellow of the Truman National Security Project, where he co-leads the DoD Expert Group and advises the Leadership Development program. He serves on advisory boards of Atlas Corps, the Franklin Project of the Aspen Institute, LearnServe, Luke's Wings, Millennium Action Project, the Next Generation of Government Summit, the Project for the Study of the 21st Century, and Young Government Leaders. Marcuse graduated from Dartmouth College. He is certified in change management from the McDonough School of Business at Georgetown University.
Jeni Britton Bauer is an American ice cream maker and entrepreneur. Britton Bauer opened her first ice creams shop, Scream, in 1996, then founded Jeni's Splendid Ice Creams in 2002. Thomas Hicks was nominated by President Obama and confirmed by unanimous consent of the Senate on December 16, 2014 to serve on the U.S. Election Assistance Commission (EAC). Prior to his appointment with EAC, Hicks served as a Senior Elections Counsel and Minority Elections Counsel on the U.S. House of Representatives Committee on House Administration.
Prior to joining the U.S. House of Representatives, Hicks served as a Senior Lobbyist and Policy Analyst from 2001 to 2003 for Common Cause, a nonpartisan, nonprofit organization that empowers citizens to make their voices heard in the political process and to hold their elected leaders accountable to the public interest. Hicks served from 1993 to 2001 in the Clinton Administration as a Special Assistant and Legislative Assistant in the Office of Congressional Relations for the Office of Personnel Management.
Hicks received his J.D. from the Catholic University of America, Columbus School of Law and his B.A. in Government from Clark University (Worcester, MA). He also studied at the University of London (London, England) and law at the University of Adelaide (Adelaide, Australia).
Joanne Collins Smee currently serves as Director of Technology Transformation Services (TTS) and Deputy Commissioner of the Federal Acquisition Service FAS at GSA. Collins Smee oversees a team whose primary mission is to transform the way government agencies build, buy and share technology. She is also responsible for implementing the recently announced IT Modernization Centers of Excellence which house centralized technical talent, products and acquisition vehicles to assist agencies with major technology transformation projects.
Prior to joining the Federal government, Collins Smee spent 25 years in the private sector at IBM. Most recently, Joanne served as the General Manager of IBM’s Globally Integrated Capabilities and was responsible for managing an annual budget of $2.5B, as well as business control responsibility for the unit’s personnel and client deliverables. Collins Smee holds an MBA from New York University, an MA from Columbia University and a BA from Boston College.
Matthew Masterson joined the DHS office that coordinates the agency's election cybersecurity programs in 2018 as Sr. Cybersecurity Advisor, Office of Cybersecurity & Communications in the National Protection and Programs Directorate. Previously, Masterson served as an EAC Commissioner from December 16, 2014 until March 23, 2018. He was nominated by President Obama and confirmed by unanimous consent of the United States Senate on December 16, 2014.
Prior to the EAC, Masterson served as Interim Chief of Staff for the Ohio Secretary of State, previously serving as Deputy Chief of Staff and CIO from 2013 to 2014, as well as Deputy Director of Elections from 2011 to 2013.
Prior to the Ohio Secretary of State's Office, Masterson was Deputy Director for the EAC's Voting System Testing and Certification Program. Prior to this position Masterson joined the EAC in 2006 as a Special Assistant/Counsel to Chairman Paul DeGregorio. Masterson received BS and BA degrees from Miami University in Oxford, OH and a JD from the University of Dayton School of Law.

Meerah Rajavel is the CIO for Forcepoint. In this role she leads internal cybersecurity, IT and customer cloud operations teams that support Forcepoint's global employees as well as its human-centric cybersecurity strategy, product portfolio and services. Rajavel brings more than 25 years of experience in IT to Forcepoint. Most recently, she was the CIO at Qlik, a visual analytics company; before joining Qlik, Rajavel led IT cloud services for all McAfee products at Intel Security.
Earlier in her career, she held IT leadership, research & development and product development roles at Cisco Systems, Infosys, Nortel, Cybersource and Solix. Rajavel holds a Bachelor in Computer Science & Engineering from the Thiagarajar College of Engineering at Anna University in Chennai, India. With over 27 years of experience in the defense, intelligence and transportation industries, Chris Balcik currently leads Federal government sales for Samsung's B2B Mobile division. Balcik brings with him expertise in assisting public and private sector clients including the FAA, DNI and DOD on complex, large-scale systems engineering and technology transformations, concept of operations design, program management, business case analysis, and business process optimization.
Prior to entering the civilian workforce, Chris was an Officer in the U.S. Air Force leading Command and Control support to military operations. He graduated with a Bachelors in Science from Virginia Tech.
Eva Skidmore is Vice President of Marketing for Salesforce’s Public Sector business unit where she is responsible for driving market leadership, awareness, demand generation, strategic events, and communications.

Bill Vass is VP of Engineering at Amazon Web Services. In this role, he oversees a wide variety of service teams focused on automation, streaming, messaging, and storage within AWS. Prior to AWS, Vass was the President and CEO of Liquid Robotics, Inc., a pioneering Data as a Service, cloud-based solutions company that designs and builds autonomous robots that serve a wide range of customers in the energy, shipping, defense, communications, scientific, intelligence, and environmental markets.
Prior to that, Vass was the President and COO of Sun Microsystems Federal. Vass had a lengthy public service career working for the Secretary of Defense in the OCIO, he was responsible for oversight of a $35.5B budget. Vass holds a BS in Computer Science and Geology from Texas A&M University and graduate degrees in Computer Science from the University of Houston and The George Washington University.
Chris Niggel is currently the Director of Security and Compliance at Okta, where he is responsible for corporate compliance, application assessments, and responding to customer security inquiries.
Prior to Okta, Niggel spent 6 years leading the adoption of Cloud Technologies at LinkedIn. He is also an active member of the Northern California ski community, where he volunteers with the Tahoe Backcountry Ski Patrol performing search and rescue, and teaching ski mountaineering and outdoor survival. Niggel earned a degree in Computer Science from University of Vermont.
Gus Hunt is currently Managing Director & Cyber Strategy Lead for Accenture Federal Services. He is responsible for developing differentiated approaches to dealing with the cyber threat environment and growing AFS's cyber practice.
Previously, Hunt was chief architect and the head of Strategic External Partnerships for Bridgewater Associates, and after retiring from federal service, Hunt founded Hunt Technology, LLC, a private consulting practice focused on strategic IT planning, cyber and data-centric security, big data analytics and cloud computing.
Prior to the private sector, Hunt served as the CTO for the CIA, where he was the conceptual and motivating force behind CIA’s decision to acquire a copy of both the Amazon cloud and IBM’s Watson. He holds a BE and ME in Civil/Structural Engineering from Vanderbilt University in Nashville, Tennessee.
Jason Callaway serves as a Google Cloud Customer Engineer who specializes in helping national security users take advantage of cloud services. Prior to joining Google, Callaway founded the Fedora Red Team, an open source community that incubates defensive and offensive cybersecurity tooling. He also served as Red Hat's representative on the steering committee for the Eclipse Foundation's LocationTech working group.

He was also a News Editor at U.S. News & World Report, covering a wide range of topics from technology to crime to culture. Before that, he served as a web editor for WTOP News, winning an Edward R. Murrow award in 2009. Otto holds a B.A. in Journalism from Temple University.
Andre McGregor manages the security practice for TLDR Capital, a global investment and advisory firm that specializes in blockchain tokenization projects and their interface with public markets. He possesses deep knowledge of cyber-criminal and cyber-counter intelligence techniques used to attack computer networks and infrastructure. McGregor is also the technical consultant for the NBC Universal hit TV show Mr. Robot. In its third season, the Golden Globe award-winning series, Mr. Robot, is a psychological thriller that follows a young programmer who works as a cyber-security engineer by day and vigilante hacker by night.
Previously, McGregor served as a technically-trained FBI Cyber Special Agent in New York City before being promoted to Supervisory Special Agent at FBI Headquarters in Washington DC. In his role at the FBI, McGregor formed FBI New York’s first cyber national security squad focused on nation-state intrusions from China, Russia, and Iran while later supervising a squad dedicated to cyber terrorism. Before entering the FBI Academy at Quantico in 2009, McGregor studied computer science and politics at Brown University.
Warren "Oak" Felder's remarkable story wasn't the result of any long-term plan, but more a tribute to his hard work and creativity, which has resulted in having a cadre of Grammy and Billboard award-wining huge hits with artists such as Demi Lovato, Kehlani, Alessia Cara, Alicia Keys, Rihanna and Usher. Felder has crafted hits for the likes of Nikki Minaj, Ariana Grande, Britney Spears, Miguel, Jessie J, Kelly Clarkson, Jason Derulo, Wiz Khalifa and Big Sean.
Felder grew up in Istanbul listening to '90s alternative acts, watching MTV Europe, traveling to the continent to attend Ozzfest and learning to play keyboards from his older brother. He graduated Istanbul Technical University, and received a scholarship offer from Georgia Tech. Anticipating upcoming projects with Halsey, Daya, Tori Kelly and ZZ Ward, Oak is also concentrating on growing The Orphanage, his own company which provides a training ground for up-and-coming producer/songwriters.
Mr. Albert "Al" Murray III is an Assistant Section Chief in the Cyber Criminal Section and is responsible for overseeing all cyber-criminal investigations in the FBI.
Murray entered duty as a Special Agent in 2005, and was assigned to the New York Division where he investigated intellectual property rights, internet fraud and computer intrusion. In 2006, Murray was assigned to the Hurricane Katrina Task force in Hattiesburg, MS, where he investigated fraud against the government. In 2010, Murray was awarded the FBI Director's award for Outstanding Cyber Investigation.
In 2013, Murray was promoted to Supervisory Special Agent in New York's Cyber Branch, where he supervised financially-motivated and emerging-threat national security computer intrusions. In 2016, Murray was promoted to Assistant Section Chief in Cyber Division.
Prior to joining the FBI, Murray served 10 years as a corporate investigations consultant at a large accounting firm where implemented the technical solution for the September 11th Victim's Compensation Fund and served on a team which implemented technical solutions for the Swiss Bank Jewish Holocaust settlement.
