Marine Corps Community Services’ David Raley on real-time capability delivery

David Raley, Chief Digital Business Officer for the Marine Corps Community Services, discussed the challenges of managing cloud and on-prem resources securely and resiliently. He highlighted the inefficiencies of the waterfall approach, which can result in deployment cycles of 4 to 5 years. To address this, they developed Operation Storm Breaker, a platform that compresses the timeline for deploying secure and resilient capabilities from 12 to 18 months to 15 minutes. This platform, certified by the Navy, supports iterative development and the secure, rapid deployment of MVPs and proofs of concept. This approach enhances the Marine Corps’ ability to adapt to emerging technologies and respond to compromised capabilities in real-time.
