Redacted FY09 intelligence budget released

The Office of the Director of National Intelligence released a version of its Congressional Budget Justification Book for Fiscal Year 2009, although it is heavily redacted to protect national secrets.

Despite the redactions, the document includes some pertinent information, according to the Federation of American Scientists. For example, the glossary explains that “CAPNet is a secure private network permitting electronic connectivity between the Legislative Branch of the Federal Government, principally the intelligence oversight committees, and certain intelligence community personnel, primarily in the legislative liaison offices.”

The document was released in response to a Freedom of Information Act request.
