What AI means for public sector training and upskilling
Generative AI is reshaping many aspects of the workforce, including training and upskilling. With over 150 million online learners on Coursera, Jeff Maggioncalda, the platform’s CEO, is witnessing firsthand the growing demand for AI skills. “Generative AI is not just about learning how it works but, more importantly, how to use it,” says Maggioncalda. “Every job role will change — some significantly — and public sector roles are no different from those in the private sector.”
Maggioncalda stresses the urgency for government agencies to adapt to this technology in a new video interview. While AI has already revolutionized customer support, marketing, programming and data science roles, its impact on government jobs is just beginning. “We’re seeing governors across the U.S. mandate AI upskilling programs for state employees,” he says. “Institutions must teach their employees how to use these tools or risk falling behind.”
Maggioncalda emphasizes the competitive dynamic at play in upskilling. “Any country or state that trains its workforce in AI will have a competitive edge: Failing to keep pace will lead to falling behind,” he says, highlighting its benefits to national security and economic competitiveness.
The nature of public sector education and training is also evolving thanks to AI. For example, Coursera’s platform now features an AI tutor called “Coach.” According to Maggioncalda, this tool allows for a highly personalized learning experience. “Learners can ask Coach how a particular skill applies to their job, and Coach can provide explanations, in any language, to ensure understanding,” he says.
Furthermore, Maggioncalda envisions a future where public sector employees learn from AI-based avatars of their predecessors, ensuring that critical knowledge is passed down without gaps. “Generative AI is going to be key in knowledge transfer,” he says. “Retiring employees can effectively train the next generation by embedding their expertise into AI-driven learning modules.”
Ultimately, Maggioncalda says the future of public service delivery will depend on how well institutions embrace and implement AI technology. “The rate of learning must match the rate of change,” he says.
