DOJ seeks leader to establish its Digital Services Office

The Justice Department is looking for someone to stand up a Digital Services Office in the department, according to a recently posted job listing.

The new digital services director would “establish the Digital Services Office and provide a strategic direction that will deliver best-in­ class strategy, innovative technology to optimize mission needs, create enduring relationships across the Department of Justice and deliver measurable business impact,” the post on USA Jobs reads.

The new hire, whose term would not exceed three years, would report to the Chief Information Officer.

DOJ is looking for someone with experience implementing newer technology and processes, such as open source and agile development, as well as leadership experience in establishing direction for an organization’s innovative technology.

The department will also be looking at how the candidate addresses “service design, both inside and outside government, including user-centered design and development practices.”

Drawing from innovative digital best practices, the new hire would consult on systems and policy proposals, and provide guidance to senior department officials, according to the notice.

The notice in particular highlights the importance of both “quantitive and qualitative assessments” to drive changes and notes that the director should be “directing and championing” digital analytics use throughout the agency.

Notably, the Office of Management and Budget just released a memo Tuesday on government websites directing agencies to participate in GSA’s Digital Analytics Program, which offers agencies free website analytics. The memo notes it isn’t precluding agencies from using other analytics programs, but it is requiring agencies to deploy the DAP’s tracking code on all of their public-facing agency websites.

The memo also reminds agencies they are required to establish a plan for governing digital services, including websites and data.

The new hire, according to the notice, will also collaboratively develop and test “the success of department-wide standards for digital services, addressing needed milestones, leading to their adoption across citizen- and business-facing government services.”

“The incumbent will identify, develop and build support and tools (technical and policy) for implementing a common user experience and brand across government digital services leading DOJ Digital service operations,” the notice reads.

Interested candidates can apply until Nov. 17.
