FEMA seeks CIO

The Federal Emergency Management Agency posted an ad on USAjobs.gov last week looking for a new agency chief information officer. The job pays between $119,554 and $179,700 per year and is open for applications until May 6.

Serves as FEMA’s Chief Information Officer and has oversight responsibilities for all FEMA information systems from planning, budgeting, development, and operations in order to ensure compliance with the requirements of the Clinger-Cohen Act of 1996, Federal Information Security Management Act of 2002, President’s Management Agenda, Department of Homeland Security (DHS) Management Directives, and other regulatory requirements.

Works closely with the Chief Financial Officer and Chief Procurement Officer and is responsible for participating in the coordination and integration of policies, guidelines, procedures and activities to ensure effective, efficient, secure and economical information management planning, acquisition and management in support of FEMA mission and objectives.

Provides leadership and oversight of FEMA IT investments and system development activities.  Responsible for the development and implementation of agency-wide IT project management procedures, tools, templates, activities, and infrastructure to align agency internal business practices with DHS regulations and policies.

The IT Division has responsibility for design, operation, maintenance, and integration of information systems, which enables the FEMA Administrator/Deputy Administrator to carry out the Agency’s mission.

The Chief Information Officer has responsibility for reviewing program goals, policy plans, resource needs, and in the allocation and effectiveness of resources.  Recommends policies and activities to assure maximum information systems capabilities and application of state-of-the-art technology to satisfy FEMA operating system mission requirements.

The Chief Information Officer speaks authoritatively in meetings with the FEMA senior leadership, representatives of other government agencies, State and local officials, and other outside groups. 

Responsible for fulfilling all EEO requirements and responsibilities as follows:  (a) carrying out EEO policies and communicating support of these policies to subordinates; (b) assuring equality in determining qualification, selections, assignments, training, promotions, details, discipline, and awards to employees; (c) cooperating and participating fully in the development of an EEO affirmative action plan and efforts regarding staffing, motivation and training to develop all employees; (d) ensuring that minorities and women are considered for training opportunities and are also nominated/appointed to boards and committees; and (e) coordination of efforts with EEO official during the development and execution of policies affecting personnel.
