Marine Corps Seeks Deputy CIO

The U.S. Marine Corps is looking for a deputy chief information officer. The job pays between $119,554 and $179,700 per year and will be open for applications until March 27, 2012.

The Deputy Director for C4 plays a major leadership role, in the defining, programming, technical planning, management, program oversight, evaluation and prioritizing Marine Corps operational requirements for C4 and IT functions. Incumbent supports the Marine Corps CIO, in coordination with the DON CIO and the Navy CIO, to collectively provide the executive leadership necessary to align Department-wide IM/IT efforts with warfighter priorities. Represents the Marine Corps in collaborative effort with other DoD services; other US Government agencies senior C4/IT program managers to discuss and define evolving and cooperative operational doctrines and strategies.

Defends and prioritizes USMC operational requirements for C4 and IT functions. Conducts program requirements analysis, develops operational policy and technical assessment mechanisms. Works collaboratively with USMC stakeholders to develop and standardize C4/IT tools and techniques. Articulates USMC requirements to Dept of the Navy counterparts and works toward alignment of policy and functions where appropriate.

Provides oversight on USMC C4/IT programs through personal attention or by leadership of the Information Technology Steering Group (ITSG). Identifies and recommends changes to objectives, priorities, scope or approach as appropriate based on changing operational requirements. Serves as the Marine Corps’ chief architectural and systems advisor for C4/IT resources and programs.

Represents the Marine Corps on a variety of DON and DoD working groups/steering committees. Maintains collaborative working relationships with professional peers in other DoD services and US Government agencies, especially with whom the Marine Corps is engaging in collaborative efforts. Represents the Marine Corps to the Military Communications-Electronics Board (MCEB).

Promulgates investment guidance to lower-echelon Marine Corps elements, and provides leadership for the IT capital planning and investment control process. Supports Director, C4 and other Marine Corps leaders in briefing higher echelon funding authorities, to the congressional level, and in justifying fiscal requirements and plans.

Provides a wide array of supervisory and organizational expertise, including chairing the C4/MCNOSC Performance Award Review Board. Hears group grievances and employee complaints, effecting and recommending action on disciplinary cases. Serves as Community of Interest Leader for Marine Corps Information Technology Management Community. Provides oversight of military and civilian IT workforce training and billet assignments throughout the USMC IT community to ensure that such efforts are consistently directed toward achievement of primary program objectives, and that they maximize employee potential.
