Grams said the agency’s budget request for fiscal year 2013 is $140.3 billion, a 10.5 percent increase from the previous year. That includes roughly $76 billion for mandatory programs such as paying veterans benefits, the post 9/11 G.I. bill and $64 billion for discretionary programs, nine out of 10 of which are related to veteran healthcare.
