Thomas Flagg

Thomas Flagg joined the Office of Management and Budget as deputy federal CIO in June 2026 under former Federal CIO Greg Barbaccia. He helps coordinate technology policy and leadership across federal agencies after serving as CIO at the Department of Education and in senior technology roles at the Department of Labor. Those agency assignments gave him firsthand experience with the obstacles federal CIOs face in modernizing systems and delivering services. In his current position, Flagg works at a governmentwide scale, helping turn shared priorities into guidance and collaboration among departments with different missions. His background in agency operations grounds that work in the practical demands of federal IT leadership.
