DISA: milCloud 2.0 RFP coming in early June
The Pentagon’s IT and communications support agency has set an early June launch date to begin requesting proposals for its latest departmentwide cloud infrastructure services offering.
Phase one of the Defense Information Systems Agency’s milCloud 2.0 contract will be open to vendor bidding sometime “on or about June 6,” according to a pre-solicitation posted to the Federal Business Opportunities website.
Extending the same type of infrastructure-as-a-service cloud offerings currently used under the original milCloud program, milCloud 2.0 will enlist a contractor to deploy commercial software on DOD data centers and operate on the DOD Information Network, billing defense mission partners for only the services they use, rather than the flat fee system currently employed.
Because of this, there is a huge opportunity for savings, John Hale, chief of DISA’s cloud portfolio, said in April.
“By leveraging cloud capability — both commercial on-premise and off-premise capability — we can bring significant savings to the department and we can also provide a new, agile functionality to our mission partners going forward,” Hale said.
DISA intends to use a single indefinite-delivery, indefinite-quantity contract for the new offering, with a one-year base and four one-year optional extensions.
The request for information for the contract said that at expected initial operational capability for milCloud 2.0, the vendor will need to be able to support about 40 virtual machines and corresponding storage. Within a year, DISA would like to see the vendor onboard five thousand more virtual machines, “from consumers and missions across the DoD, operating on the infrastructure services. The DoD desires an infrastructure that can demonstrate scalability to support a much larger portfolio in later years.”
Additionally, the awardee would be required to provide workload transition services from current offerings to the updated milCloud 2.0 system.
A DISA spokesperson told FedScoop the agency wouldn’t reveal the anticipated contract ceiling prior to issuing RFP.
