Scott Kupor leads the Office of Personnel Management, the agency at the center of federal workforce policy and services. His tenure has included a focus on preparing the government for wider use of artificial intelligence, both in agency operations and in the skills employees will need. OPM’s 2026–2030 strategic plan sets out goals for an AI-ready workforce, including responsible adoption and training. Kupor has also discussed AI’s potential effects on work and joined the leadership of a new federal AI task force in October 2026. His decisions shape how agencies recruit, develop and support the people who will carry out government technology priorities.
