Carter Farmer
Federal Leadership
Carter Farmer has led IT at the Environmental Protection Agency, where his responsibilities include the systems and services supporting the agency’s workforce and environmental mission. His earlier work included technology roles at the U.S. Institute of Peace and Amtrak, with experience in cybersecurity, identity management and cloud infrastructure. In September 2026, FedScoop reported that Farmer was the White House’s choice to become federal CIO, a position that would put him at the center of governmentwide technology policy and investment, though as of publication, he hasn’t stepped into that role officially.
